Due to Nepal's recent history of political instability as well as its difficult geographical situation and low endowments of human capital, an equitable distribution of civil services among the diverse population is hardly possible. According to the World Bank, Nepal's civil service suffers from poor incentives, fragmented decision-making, large numbers at the lower levels, and inflexible working practices. Among the recommended efforts are for the government to include addressing human resource management and development within the civil service, wage decompression, health insurance, a contributory pension scheme, and an effective promotion and transfer policy. It is utterly necessary to expand the inclusiveness of civil services among all population in the country.
